18 Whence even the first covenant was not ratified without blood;
19 for when every precept according to law was rehearsed by Moses to all the people, he took the blood of the calves and goats, with water, and scarlet wool, and hyssop, and the Book, and he sprinkled it on all the people
20 saying, This is the blood of the covenant which God hath enjoined on you.
21 And in like manner he sprinkled the tabernacle and all the utensils for the holy service with blood.
