³ For rulers are not a terror for those who do good works, but to those who do evil. Do you want to have no fear of the one in authority? do that which is good, and you shall have his praise:

⁴ For he is a minister of God for your good. But if you do that which is evil, be afraid; for he does not bear the sword in vain: for he is a minister of God to execute wrath upon the one who does evil.

¹³ Submit yourselves to every ordinance of man for the Lord's sake: whether it be to the king, as supreme authority; ¹⁴ Or to governors, as to those who are sent by him to punish evildoers, and to praise those who do well.

¹³ And who will harm you if you are zealous followers of that which is good? ¹⁴ But even if you do suffer for righteousness' sake, you are blessed. And do not be afraid of their threats, nor be troubled;
