¹³ The Israelites sent Phinehas son of Eleazar the priest to the land of Gilead, to the Reubenites, the Gadites, and the half-tribe of Manasseh. ¹⁴ With him they sent ten chiefs—one family leader from each tribe of Israel, each the head of a family among the clans of Israel. ¹⁵ They went to the Reubenites, the Gadites, and the half-tribe of Manasseh in the land of Gilead and said to them, ¹⁶ “This is what the whole congregation of the LORD says: ‘What is this breach of faith you have committed today against the God of Israel by turning away from the LORD and building for yourselves an altar, that you might rebel against the LORD this day?

¹⁵ If your brother sins against you, go and confront him privately. If he listens to you, you have won your brother over. ¹⁶ But if he will not listen, take one or two others along, so that ‘every matter may be established by the testimony of two or three witnesses.’ ¹⁷ If he refuses to listen to them, tell it to the church. And if he refuses to listen even to the church, regard him as you would a pagan or a tax collector. ¹⁸ Truly I tell you, whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.
