17 (4:14) Through the resolve of the watchers is this decree, and by the order of the holy ones is this decision: to the intent that the living may know that the Most High ruleth over the kingdom of men, and that he can give it to whomsoever he pleaseth, and can set up over it the lowest of men.

14 And I will forsake the remnant of my inheritance, and give them up into the hand of their enemies; and they shall become a prey and a spoil to all their enemies;
15 Forasmuch as they have done what is evil in my eyes, and have been provoking me to anger, from the day that their fathers came forth out of Egypt, even until this day.
