THE TORAH ON SOVEREIGNS When you come to the land Yah Veh your Elohim gives you, and possess it and settle therein; and you say, I set a sovereign over me, as all the goyim all around me! 15 - in setting, set him sovereign over you, whom Yah Veh your Elohim chooses: set one from among your brothers sovereign over you: you cannot give a man - a stranger over you, who is not your brother.

Ezra 4:13

13 Now be it known to the sovereign, that, if this city is built and the walls finished, then they give not tribute, excise and custom; and thus damage the revenue of the sovereigns.

Ezra 7:24

24 And we have you know, as for the priests and Leviym, pluckers, portal guards, Dedicates, or servers of this house of Elah, it is not permissible to assess tribute or custom on them.
