Luke 10:30-37

30 Jesus answered: "A man was on his way down from Jerusalem to Jericho, and he fell into the hands of robbers, who both stripped him and beat him till he was half dead, and then went off and left him. 31 Now a priest happened to be going that way, but when he saw him, he went by on the other side of the road. 32 So a Levite likewise came down to the place, but when he saw him, he went by on the other side. 33 But a Samaritan, while on a journey, came down to him, and when he saw him, his heart was moved with pity for him. 34 So he went to him and dressed his wounds by pouring oil and wine upon them, and then he put him on his donkey and brought him to an inn and took care of him. 35 The next day he took out a half dollar and handed it to the innkeeper, and said, 'Take care of him, and on my way back I will repay you.' 36 Which one of these three do you think proved himself a real neighbor to the man who fell into the robbers' hands?" 37 He said, "The one who took pity on him." Jesus said to him, "Go and practice it yourself."

Luke 10:27

27 Then he answered, "You must love the Lord your God with your whole heart, your whole soul, your whole strength, and your whole mind, and your neighbor as you do yourself."

Romans 13:4

4 For the civil authorities are God's servants to do you good. But if you practice doing wrong, you should dread them, for they do not wield the sword for nothing. Indeed, they are God's servants to inflict punishment upon people who do wrong.
