2 Timothy 3:14-17

14 But continue thou in those things which thou hast learned and which have been committed to thee. Knowing of whom thou hast learned them: 15 And because from thy infancy thou hast known the holy scriptures which can instruct thee to salvation by the faith which is in Christ Jesus. 16 All scripture, inspired of God, is profitable to teach, to reprove, to correct, to instruct in justice: 17 That the man of God may be perfect, furnished to every good work.

Exodus 18:21-25

21 And provide out of all the people able men, such as fear God, in whom there is truth, and that hate avarice, and appoint of them rulers of thousands, and of hundreds, and of fifties, and of tens, 22 Who may judge the people at all times: and when any great matter soever shall fall out, let them refer it to thee, and let them judge the lesser matters only: that so it may be lighter for thee, the burden being shared out unto others. 23 If thou dost this, thou shalt fulfil the commandment of God, and shalt be able to bear his precepts: and all this people shall return to their places with peace. 24 And when Moses heard this, he did all things that he had suggested unto him. 25 And choosing able men out of all Israel, he appointed them rulers of the people, rulers over thousands, and over hundreds, and over fifties, and over tens.

Romans 13:1-5

1 Let every soul be subject to higher powers. For there is no power but from God: and those that are ordained of God. 2 Therefore, he that resisteth the power resisteth the ordinance of God. And they that resist purchase to themselves damnation. 3 For princes are not a terror to the good work, but to the evil. Wilt thou then not be afraid of the power? Do that which is good: and thou shalt have praise from the same. 4 For he is God's minister to thee, for good. But if thou do that which is evil, fear: for he beareth not the sword in vain. For he is God's minister: an avenger to execute wrath upon him that doth evil. 5 Wherefore be subject of necessity: not only for wrath, but also for conscience' sake.
