2 and Jehovah said to Moses, Speak to Aaron your brother, that he does not come at all times into the sanctuary within the veil before the mercy-seat, which is on the Ark, so that he will not die. For I will appear in the cloud on the mercy-seat.

Exodus 25:17-22

Exodus 26:33-34

33 And you shall hang up the veil under the clasps, that you may bring the ark of the testimony in there within the veil. And the veil shall divide for you between the holy place and the Holy of Holies. 34 And you shall put the mercy-seat upon the ark of the testimony in the Holy of Holies.
