Exodus 35:29

29 The children of Israel brought a voluntary offering to Jehovah, every man and woman whose heart prompted them to bring for all manner of work, which Jehovah, by the hand of Moses, had commanded to be done.

This was the dedication-gift of the altar, after it had been anointed. 89 And when Moses went into the tent of meeting to speak with Him, then he heard the voice speaking to him from off the mercy-seat which was upon the ark of testimony, from between the two cherubim; and he spoke to Him.
