11 But if his means is not sufficient for two turtle-doves, or two young pigeons, then he will bring his oblation for that by which he has sinned, the tenth part of an ephah of fine flour for a sin offering. He will put no oil upon it, nor will he put any frankincense on it, for it is a sin offering.
