Psalms 146:3-10

3 Put not your trust in princes, nor in the son of man, in whom there is no help. 4 His breath goes forth, he returns to his earth; in that very day his thoughts perish. 5 Happy is he that has the God of Jacob for his help, whose hope is in the LORD his God: 6 Who made heaven, and earth, the sea, and all that is therein: who keeps truth forever: 7 Who executes justice for the oppressed: who gives food to the hungry. The LORD looses the prisoners: 8 The LORD opens the eyes of the blind: the LORD raises them that are bowed down: the LORD loves the righteous: 9 The LORD preserves the strangers; he relieves the fatherless and widow: but the way of the wicked he turns upside down. 10 The LORD shall reign forever, even your God, O Zion, unto all generations. Praise you the LORD.

Daniel 2:21

21 And he changes the times and the seasons: he removes kings, and sets up kings: he gives wisdom unto the wise, and knowledge to them that know understanding:

1 Timothy 2:1-2

1 I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men; 2 For kings, and for all that are in authority; that we may lead a quiet and peaceable life in all godliness and honesty.

Deuteronomy 17:14-20

14 When you are come unto the land which the LORD your God gives you, and shall possess it, and shall dwell therein, and shall say, I will set a king over me, like all the nations that are about me; 15 You shall surely set him king over you, whom the LORD your God shall choose: one from among your brethren shall you set king over you: you may not set a stranger over you, who is not your brother. 16 But he shall not multiply horses to himself, nor cause the people to return to Egypt, to the end that he should multiply horses: since as the LORD has said unto you, you shall return no more that way again. 17 Neither shall he multiply wives to himself, that his heart turn not away: neither shall he greatly multiply to himself silver and gold. 18 And it shall be, when he sits upon the throne of his kingdom, that he shall write himself a copy of this law in a book out of that which is before the priests the Levites: 19 And it shall be with him, and he shall read therein all the days of his life: that he may learn to fear the LORD his God, to keep all the words of this law and these statutes, to do them: 20 That his heart be not lifted up above his brethren, and that he turn not aside from the commandment, to the right hand, or to the left: to the end that he may prolong his days in his kingdom, he, and his children, in the midst of Israel.

Proverbs 29:2

2 When the righteous are in authority, the people rejoice: but when the wicked bears rule, the people mourn.

Exodus 18:17-21

17 And Moses' father-in-law said unto him, The thing that you do is not good. 18 You will surely wear away, both you, and this people that is with you: for this thing is too heavy for you; you are not able to perform it yourself alone. 19 Hearken now unto my voice, I will give you counsel, and God shall be with you: Represent the people before God, that you may bring the causes unto God: 20 And you shall teach them ordinances and laws, and shall show them the way in which they must walk, and the work that they must do. 21 Moreover you shall provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place such over them, to be rulers of thousands, and rulers of hundreds, rulers of fifties, and rulers of tens:

Ecclesiastes 10:2

2 A wise man's heart is at his right hand; but a fool's heart at his left.

Romans 13:1

1 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.

Titus 3:1-11

1 Put them in mind to be subject to principalities and powers, to obey magistrates, to be ready to every good work, 2 To speak evil of no man, to be no brawlers, but gentle, showing all meekness unto all men. 3 For we ourselves also were once foolish, disobedient, deceived, serving various lusts and pleasures, living in malice and envy, hateful, and hating one another. 4 But after the kindness and love of God our Savior toward man appeared, 5 Not by works of righteousness which we have done, but according to his mercy he saved us, by the washing of regeneration, and renewing of the Holy Spirit; 6 Whom he shed on us abundantly through Jesus Christ our Savior; 7 That being justified by his grace, we should be made heirs according to the hope of eternal life. 8 This is a faithful saying, and these things I desire that you affirm constantly, that they who have believed in God might be careful to maintain good works. These things are good and profitable unto men. 9 But avoid foolish questions, and genealogies, and contentions, and strivings about the law; for they are unprofitable and vain. 10 A man that is divisive after the first and second admonition reject; 11 Knowing that he that is such is perverted, and sins, being condemned of himself.

Romans 13:1-14

1 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. 2 Whosoever therefore resists the power, resists the ordinance of God: and they that resist shall receive to themselves judgment. 3 For rulers are not a terror to good works, but to the evil. Will you then not be afraid of the power? do that which is good, and you shall have praise of the same: 4 For he is the minister of God to you for good. But if you do that which is evil, be afraid; for he bears not the sword in vain: for he is the minister of God, an avenger to execute wrath upon him that does evil. 5 Therefore you must be subject, not only for wrath, but also for conscience’s sake. 6 For, for this cause pay you tribute also: for they are God's ministers, attending continually upon this very thing. 7 Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honor to whom honor. 8 Owe no man anything, but to love one another: for he that loves another has fulfilled the law. 9 For this, You shall not commit adultery, You shall not kill, You shall not steal, You shall not bear false witness, You shall not covet; and if there be any other commandment, it is summed up in this saying, namely, You shall love your neighbor as yourself. 10 Love works no ill to his neighbor: therefore love is the fulfilling of the law. 11 And this, knowing the time, that now it is high time to awake out of sleep: for now is our salvation nearer than when we believed. 12 The night is far spent, the day is at hand: let us therefore cast off the works of darkness, and let us put on the armor of light. 13 Let us walk honestly, as in the day; not in reveling and drunkenness, not in debauchery and wantonness, not in strife and envying. 14 But put on the Lord Jesus Christ, and make not provision for the flesh, to fulfill the lusts thereof.

Deuteronomy 1:13

13 Take you wise men, and understanding, and known among your tribes, and I will make them rulers over you.
