³ Trust not in princes, nor in the children of men, in whom there is no safety. ⁴ His breath shall go forth, and he shall return to his earth; in that day all his thoughts shall perish. ⁵ Blessed is he whose helper is the God of Jacob, whose hope is in the Lord his God: ⁶ who made heaven, and earth, and the sea, and all things in them; who keeps truth forever; ⁷ who executes judgment for the wronged: who gives food to the hungry. The Lord looses the fettered ones. ⁸ The Lord gives wisdom to the blind; the Lord sets up the broken down; the Lord loves the righteous:; the Lord preserves the strangers; ⁹ He will relieve the orphan and widow: but will utterly remove the way of sinners. ¹⁰ The Lord shall reign forever, even your God, O Zion, to all generations.

²¹ And He changes times and seasons; He appoints kings, and removes them, giving wisdom to the wise, and prudence to them that have understanding.

¹ Therefore I exhort first of all that supplications, prayers, intercessions, and thanksgivings be made on behalf of all men, ² on behalf of kings and all those who are in authority, that we may lead a tranquil and quiet life in all godliness and dignity.

¹⁴ And when you shall enter into the land which the Lord your God gives you, and shall inherit it and dwell in it, and shall say, I will set a ruler over me, as also the other nations round about me; ¹⁵ you shall surely set over you the ruler whom the Lord God shall choose: of your brothers you shall set over you a ruler; you shall not have power to set over you a stranger, because he is not your brother. ¹⁶ For he shall not multiply to himself horses, and he shall by no means turn the people back to Egypt, lest he should multiply to himself horses; for the Lord said, You shall not return that way again. ¹⁷ And he shall not multiply to himself wives, lest his heart turn away; and he shall not greatly multiply to himself silver and gold. ¹⁸ And when he shall be established in his government, then shall he write for himself this repetition of the law into a book by the hands of the priests the Levites; ¹⁹ and it shall be with him, and he shall read in it all the days of his life, that he may learn to fear the Lord your God, and to keep all these commandments, and to observe these ordinances; ²⁰ that his heart be not lifted up above his brothers, that he depart not from the commandments on the right hand or on the left; that he and his sons may reign long in his dominion among the children of Israel.

² When the righteous are praised, the people will rejoice, but when the ungodly rule, men mourn.

¹⁷ And the father-in-law of Moses said to him, The thing that you do is not good. ¹⁸ You will wear away with intolerable weariness, both you and all these people who are with you: this thing is hard, you will not be able to endure it by yourself. ¹⁹ Now then listen to me, and I will advise you, and God shall be with you: be all things to the people pertaining to God, and you shall bring their matters to God. ²⁰ And you shall testify to them the ordinances of God and His law, and you shall show to them the ways in which they shall walk, and the works which they shall do. ²¹ Also you shall select for yourself able men out of all the people, God fearing men, righteous men, hating pride, and you shall set over the people captains of thousands and captains of hundreds, and captains of fifties, and captains of tens.

² A wise man's heart is at his right hand, but a fool's heart at his left.

¹ Let every soul submit to the governing authorities. For there is no authority except by God, and the authorities that exist are instituted by God.

¹ Remind them to be subject to rulers and authorities, to be obedient, to be ready for every good work, ² to slander no one, to be peaceable, gentle, demonstrating all meekness to all men. ³ For we ourselves were also once foolish, disobedient, being deceived, being enslaved to various lusts and pleasures, living in malice and envy, hateful, and hating one another. ⁴ But when the kindness and the love of God our Savior toward man appeared, ⁵ not by works of righteousness which we did, but according to His mercy He saved us, through the washing of regeneration and renewing of the Holy Spirit, ⁶ whom He poured out on us richly through Jesus Christ our Savior, ⁷ that having been justified by His grace we might become heirs according to the hope of eternal life. ⁸ Faithful is this word, and concerning these things I want you to strongly affirm, so that those who have believed in God may take thought to maintain good works. These things are good and profitable to men. ⁹ But avoid foolish disputes and genealogies, and strifes and legal fights; for they are unprofitable and futile. ¹⁰ Reject a divisive man after the first and second admonition, ¹¹ knowing that such a person has been perverted and is sinning, being self-condemned.

¹ Let every soul submit to the governing authorities. For there is no authority except by God, and the authorities that exist are instituted by God. ² Consequently the one resisting the authority has opposed the ordinance of God, and those opposing shall receive judgment to themselves. ³ For rulers are not a fear to good works, but to evil. And do you wish not to fear the authority? Do what is good, and you shall have praise from the same. ⁴ For he is God's servant to you for good. But if you do evil, fear; for he does not bear the sword in vain; for he is God's servant, an avenger for wrath to the one practicing evil. ⁵ Therefore it is necessary to be subject, not only on account of wrath, but also for conscience' sake. ⁶ For on account of this you also pay taxes, for they are ministers of God, always giving attention to this very thing. ⁷ Render therefore to all their dues: taxes to whom taxes are due, customs to whom customs, fear to whom fear, honor to whom honor. ⁸ Owe nothing to no one, except to love one another, for he who loves one another has fulfilled the law. ⁹ For, "You shall not commit adultery," "You shall not kill," "You shall not steal," "You shall not covet," and if there is any other commandment, in this word it is summed up, namely, "You shall love your neighbor as yourself." ¹⁰ Love does no harm to a neighbor; therefore love is the fulfillment of the law. ¹¹ And do this, knowing the time, that it is already the hour for us to be roused out of sleep; for now our salvation is nearer than when we believed. ¹² The night is advanced, the day is at hand. Therefore let us put off the works of darkness, and let us put on the armor of light. ¹³ Let us walk properly, as in the day, not in revelries and drinking bouts, not in orgies and debaucheries, not in strife and jealousy. ¹⁴ But put on the Lord Jesus Christ, and make no provision for the flesh, for its lusts.

¹³ Take to yourselves wise and understanding and prudent men for your tribes, and I will set your leaders over you.
